Proposed Resolution: Establish an Organization Department

BY: Oregon District CPUSA| June 6, 2014

Submitted by the Oregon District of the Communist Party USA

Whereas

party-building, expansion of the party base, establishment of new districts and clubs in unorganized areas, and development of local and district leadership cadres is among the Party’s highest priorities,

Be it resolved

that an Organization Department be established to ensure the recruitment and socialization to the party of new members and training of existing leaders at the district and club levels, recognizing that financial constraints will govern its implementation.  And, further, that an Organization Secretary be appointed, who is a senior party member with a demonstrated history of success as an organizer and who is assigned full-time to:

1) providing support to districts and clubs in recruiting, organizing, socializing new members into the party, and cultivating new club and district leaders,

2) supervising a cadre of field organizers who can travel to districts and clubs to do hands-on advising and training of party members to grow those district and clubs, to establish new clubs in those districts, and to train new club and district leaders, and

3) assigning those field organizers to blitz online and other applicants in areas where there is no regular party organization and to do so with the assistance of party cadres in neighboring states.
