Dear Comrades,

The Central Committee of the Communist Party of Sri Lanka sends its revolutionary fraternal greetings to the 30th Party Convention of CPUSA.

It regrets very much in its inability to send a delegate to your Convention due to its failure to obtain entry Visas.

Your 30th Party Convention is being held in the background of a prolonged economic recession for over six years.  Though it originated as a financial crisis in the U.S., it extended its disastrous impact on all countries – developed, emerging and developing. This is a clear manifestation of the neo-liberalism in crisis.

During the past 25 years since the collapse of socialism in Europe, the Imperialist forces emboldened by uni-polarity of the world embarked upon a strategy of militarism under the guise of war on terror, widening its spheres of influence throughout the world.

However, with the rise of China as an economic power, changes in Latin America, accelerated economic development of Asian economies, return of Russia as an economic power, the world order entered a process of multi polarization changing the balance of forces against Imperialism.

President Obama, despite shift from military to diplomatic strategy continues to cause destabilization of states in the Asian continent.

In this context of international developments, our Party fully appreciates the difficult conditions under which your Party is called upon to function and expresses our wish that the deliberations at your Convention will pave way for future successes in your work.
