Communist Party, USA: Resolution for the Extradition of the Terrorist Luis Posada Carriles

Archive National Meetings 28th National Convention CPUSA July 2005 Resolutions

Whereas, Luis Posada Carriles is one of the hemisphere’s most notorious terrorists; and,

Whereas, He was the organizer or instigator of the 1976 bombing of a Cubana Airlines plane, as well as a string of hotel bombings in Havana in 1997; and,

Whereas, He has made several attempts on the lives of Cuban President Fidel Castro and other Cuban leaders; and,

Whereas, Posada Carriles escaped custody in Venezuela in 1985 where he was to stand trial for his crimes; and,

Whereas, Posada Carriles is now in the United States under protection of the Bush Administration; and,

Whereas, Giving Posada Carriles safe harbor is hypocritical and shameful especially given that the Bush Administration claims to be fighting a “war on terrorism”; and,

Whereas, The U.S. and Venezuela have maintained an extradition treaty in existence since 1922, and that the Venezuela government has made official request of its use;

Therefore be it resolved, that the Communist Party, USA calls on the Bush Administration to extradite Posada Carriles to Venezuela to be tried for his crimes against the Cuban people and humanity; and,

Be it further resolved, that the CPUSA will work diligently toward that end.

Adopted by the 28th National Convention of the Communist Party, USA, Chicago, IL; July 1-3, 2005.
